DCA Approves Use of Senior Housing for Hurricane Sandy VictimsAt the encouragement of the New Jersey Association of REALTORS® (NJAR®), the New Jersey Department of Community Affairs (DCA) announced this week that it would accept newly issued federal guidelines for allowing age-restricted housing developments to offer vacant rental units to storm evacuees of all ages.

In the aftermath of Hurricane Sandy, the New Jersey Association of REALTORS® (NJAR®) worked with the United States Department of Housing and Urban Development (HUD) in response to the large number of New Jersey families who need short- and long-term rental housing. Similar to what they had done following Hurricane Katrina and at the urging of NJAR®, HUD issued a guidance document to encourage the use of unoccupied housing units designated for senior citizens to those who are under the age of 55 that have been displaced by Hurricane Sandy.

According to the National Association of Realtors:

Home sales rose 7.3 in the Northeast on an annual basis to a rate of 590,000. Median prices in the region rose 4.1 percent to $238,700.

Inventory has decreased to a 5.9-month supply, down ...
from 8.1 months a year ago. Many analysts view a six-month supply of housing as an even balance between buyer and seller demand.

The Wall Street Journal weighs in today... does this make the housing recovery official?

"Home prices notched their strongest year-to-date gains since 2005, climbing 5.9% through July and signaling the housing market's steady trudge toward recovery.

The rising prices in Tuesday's Standard & Poor's/Case-Shiller 20-city index could play a pivotal role in changing consumer sentiment toward housing ...and drawing in buyers from the sidelines. Another lure: Mortgage rates are falling to record lows after the Federal Reserve resumed buying mortgage-backed securities two weeks ago, helping to offset rising prices.

."Housing is no longer a negative. It is turning positive and we see the data reflecting that," said Ivy Zelman, chief executive at research firm Zelman & Associates.

Home prices typically are strongest in the summer, the busiest season for home sales, before declining later in the year. But the 5.9% rise far surpasses the 0.4% gain seen through the same period last year and the 2% gain in 2010."
